Home visits focus of Safe Neighborhoods detail

A Lincoln woman faces a probation violation charge for allegedly lying to police during a Project Safe Neighborhoods detail last week.
When a police officer and a probation officer went to visit the 37-year-old woman in her home Aug. 22, she allegedly was hiding in her bedroom, said Lincoln Police Sgt. Don Scheinost.
Dawn Hoing, also known as Dawn Ashcraft, allegedly gave the officers a false name twice, Scheinost said. She was cited and ordered to contact her probation officer last Monday.
The woman was arrested Wednesday morning on an unrelated, out-of-county misdemeanor warrant that apparently was issued earlier this week, Scheinost said.
Home visits by probation and parole officers are one of the main areas of focus for local Project Safe Neighborhoods details, Scheinost said.
When local authorities first applied for the federally funded grant in 2004, they felt home visits were an area where they could make a big impact, Scheinost said.
In the past couple of years, police have added prostitution stings to the details, which mainly take place in southwest Lincoln, Scheinost said.
“We’re hoping to impact the area not only by cleaning it up with arrests, but also by deterring people from thinking they can go into those neighborhoods and do some of those things,” he said.
Last Friday’s detail also included a prostitution sting. Police arrested seven men, including a trooper with the Nebraska State Patrol, on suspicion of soliciting prostitution, a misdemeanor.
Kerry Rogers, 47, of Omaha, who has been a trooper for 18 years, was arrested and jailed on suspicion of soliciting prostitution.
He has been put on investigatory leave, said State Patrol spokeswoman Deb Collins.
In addition to the prostitution arrests, police:
* Issued 36 traffic citations
* Issued 79 traffic warning citations
* Made three driving under suspension arrests
* Made 13 misdemeanor arrests
* Made 12 narcotics-related misdemeanor arrests
* Made 15 misdemeanor warrant arrests
* Cleared one felony police broadcast for possession of a controlled substance.
Adult probation and parole officers attempted to make 31 home visits, Scheinost said.
* Eight people were contacted.
* Nine other people, including roommates, friends and relatives, were contacted.
* Eight searches were conducted.
* Five people were tested for alcohol or drugs.
One of the visits likely will end with a probation violation.
Juvenile probation officers attempted 17 home visits, Scheinost said.
* Six people were contacted.
* Five other people, including roommates, relatives and friends, were contacted.
* Two searches were conducted.
* Six people were tested for alcohol or drugs.
