Lincoln man set for August arraignment in sex assault

Rashaun Frohman, 20, of Lincoln is scheduled for arraignment next month on allegations he had a sexual encounter with a mentally handicapped teenager.

Frohman, 1626 D St., Apt. 209, is set for arraignment Aug. 13 in Lancaster County District Court on one count of first-degree sexual assault, a felony punishable by a maximum of 50 years in prison.

Authorities said Frohman had sex with the teen, 17, at his apartment in April. According to court records, the teen has an IQ of less than 50 and functions at a second-grade level.

The teenager told authorities she met Frohman for the first time as she stood in front of Lincoln High School on April 10. She said she asked Frohman if he would be her boyfriend and then she went with him to his apartment, where they had sex, the records stated.

According to the records, the teenager, prior to meeting Frohman, had been teased by schoolmates for being a virgin. After the sexual encounter, she asked Frohman if she was still a virgin, and he answered, no, according to the records.

Upon being contacted by authorities April 24, Frohman told investigators the alleged victim “wasn’t all there” and that she mispronounced her words, the records stated. He said he asked the teen if she was sure she wanted to have sex, and she said that she was.

Prosecutors alleged Frohman had sex with a person whom “he knew or should have known” was “mentally or physically incapable of resisting or appraising the nature” of his conduct.
