The City of Lincoln has two new deputy fire chiefs.

Leo Benes began his career as a paid firefighter in 1986. Before that, he was a volunteer.

Jeanne Pashalek became a firefighter in 1990 and is the city’s first female chief deputy.

As of Nov. 27, both took over responsibilities as deputy chief of Battalion 2, overseeing different shifts in the east half of the city.

The positions opened up due to the recent retirements of Arnie Hart  and Larry Edwards.

If called out to building fires, rescue alarms or hazardous materials calls, Benes and Pashalek will be incident commanders.

Benes, a graduate of Norris High School, said he started his career as a volunteer firefighter “and found the satisfaction that you get from helping your neighbors and people in need.”

When a couple of friends started talking about becoming firefighters and he thought about the chances for advancement and growth, he decided to apply. He said he was turned down the first time, but tried again. He was hired in March 1986.

Benes said he remembers going to his first fire, near 54th and Glade streets, on the back of Truck 7 as a probationary firefighter. They rescued the family’s dog in the basement.

Promotions — firefighter to paramedic to captain and battalion chief — came over the next 21 years.

“It’s been a great career,” he said. “Every day is a whole list of opportunities. You just never know what’s going to be around the next corner.”

Benes said firefighters see a lot of the bad side of humanity, but they take solace in knowing they’re making a difference in people’s lives — like a girl who was coding at the University of Nebraska when they got there. Her co-workers did CPR until firefighters got there and were able to revive her.

Pashalek agreed.

“It’s a great opportunity to have a lot of impact,” she said.

Pashalek said her career choice came about purely by coincidence, but she always wanted to make a difference.

She was working in physical therapy when she met some firefighters  — and suddenly, she was considering a career change.

Pashalek, who graduated from Doane College with a natural science degree in 1985, joined the department and went from firefighter to paramedic, captain to deputy chief.

When she was promoted the first time, firefighting still was “very, very predominantly” a male career, she said. But slowly, Pashalek said, Lincoln Fire & Rescue has hired more women and minorities.

She said she’s gotten a lot of support and advice about her new position from other deputy chiefs and her crew of firefighters.

It will be different having 88 firefighters to manage, said Pashalek, who is working on a master’s degree in management at Doane College.

“Overall, it has been an absolutely fantastic career.”

The promotion has brought together the kiss ups, the trouble makers, the company people, and those who have never made a wave of trouble in there life. Brought them together in opposition of 1 of these promotions. That alone should speak volumes! "

Good Choice Chief Ford... wrote on December 12, 2007 11:58 am:
" Chief Ford, I have worked for Leo for the past 20 years Leo is a man of Character and Intergity. You will never find a person more deserving of this promotion than Leo Benes! To each and everyone of you on "B" shift you are a very lucky group. Leo, thank you for mentoring me along the way. Because of your Leasdership we have more trained and dedicated EMS/firefighters. You will always be a HERO in my eyes. Thanks for giving back to the community. Congrats LEO! :) "

" Congratulations Leo Benes! I have known and worked with Leo for many years. He is a man of dedication and integrity. He has well prepared himself for this position. I couldn't be happier for him and for the City of Lincoln. We could not be in better hands. Way to go brother, it's about time. "

Old Eastern Guy wrote on December 12, 2007 1:19 pm:
" Congratulations to Leo and Jeanne. Sometimes following the rules and trying to do your best does get rewarded. As for the negative comments, I hope other readers take note of those nasty, hysterical postings. Chief Ford has a difficult job ahead. It's time for a leader. One would think that he would get more support since he is not a lair and bully. Each time there is an article about LFD it follows that the usual suspects post their rants about sleights real and imagined. As the new chief settles into the job there will be changes. We can expect more nasty postings as they turn on one another and the chief. "

Disappointed Public wrote on December 12, 2007 1:34 pm:
" iWhat a huge disappointment to have a group of professionals behave non-professionally. I must assume that most of negative comments I have read have been from members of LFR. What professional organization you know would tolerate an internal matter to be fought out in public view. What happened to a decision has been made, and out of sheer respect for the order you need to line up and see if you can make it work? Have any of you thought of resigning in protest, or more importantly if you are willing to sue if you get hurt maybe you should resign over your own safety. No, none of that will happen because this is not being dealt with on the basis of principle but rather arrogance, bias, and self-indulgent behavior that says " I can say whatever I want and take no responsibility for it." Some of the comments are bordering on just plain bigotry and in that regard you should be more careful. For the record, the vast majority of fire fighters are great people and professionals. The vigilante cowards complaining in this blog are the exception and will never know what it means to be a professional. To the rest of the Public I say focus on the good guys and the new leader who plans on changing the department for the better. "

about time wrote on December 12, 2007 5:11 pm:
" Congratulations Jeanne and Leo. It is about time that LFR has been drug into the real world and finally promoted someone other than a white male. I am so proud of Chief Ford to have the courage to promote people who will reflect the face of the community. These postings are so typical of LFR and their union. They have been bullying people to get their way for years and now they are trying to do the same thing to the new Chief. I hope he realizes this is the way they do business and continues to make decisions to get rid of the good old boy system that has been alive and well for years at LFR. Jeanne, keep your head up. Being the first is never easy but you should be proud regardless of what all the MEN in your department have to say about it. The rest of you need to realize that it is not always about numbers on a list. Women and minorities (which are so pathetically unrepresented on your department) bring unique experiences and points of view to the table that is different from white males and has some value that cannot always be scored with points. Anyone with any leadership skills at all would realize that any organization needs to reflect the community they serve. Chief Niles would be wise in following Chief Casady's lead. Although noone agrees with every promotion, Casady has placed women and people of color in key positions for years in his department. LFR is 30 years behind him but I believe Chief Niles is the right person to put LFR back on the right track so the community can once again be proud of them. These blogs today from obvious LFR members certainly does not make me proud. "

Couldn't have said it better wrote on December 12, 2007 5:11 pm:
" It does nothing for us to bring up our concerns in a public forum. It just makes our organization look poor. Keep the smiles on the outside and work internally to get things changed. "

Inexperienced wrote on December 12, 2007 7:13 pm:
" Each of the MEN ranking on the top of the list had at least 300 hours of Acting Battalion Chief experience, while the WOMAN promoted had only 03 (three) hours. SHE is concerned about managing 88 firefighters, I'm more concerned whether she can keep them alive, and also safe-guard the life of civilians. This promotion is plain simple irresponsible. "

regardless wrote on December 12, 2007 7:16 pm:
" Regardless of gender, and skin color promotions should be made with the "best person for the job" attitude. I understand needing to reflect the face of the community, but in the situations that these Chiefs encounter that will NOT make any difference. I would frankly like to promote on qualifications rather than an ideal of representation. "

gendernoissue wrote on December 12, 2007 7:52 pm:
" It would not matter if Pashalek is male or female, gender is not the issue here. The issue is IF the person is the most qualified for the position in which they are "promoted". In this case Leo is qualified & my congratulations go out to Leo. Pashalek however is not the most qualified for the position in which she was promoted to. There were other employees much more qualified with much more experience and many, many more hours as "acting battalion chief". When someone has many thousand of hours less as an acting battalion chief and is #6 on the list compared to someone who is #1, #2, #3, #4 or #5 on the list and they are promoted you can not tell me this is acting in the best interest of our firefighters. I for one feel sorry for the "firefighters" on "A" shift and their families. At least "B" shift and "C" shift has battalion chiefs who have experience and training. We can have some assurance, as much assurance as you can have, that our spouse, son, daughter, father, etc.....is being led by the most qualified people. This can not be said for the promotion of Pashalek. Maybe this is airing our dirty laundry for the public to see. But the safety of our firefighters must always come first! "

Move On wrote on December 12, 2007 8:14 pm:
" When Chief Ford came to LFR he said that there would be decisions that were not liked by everyone. It is his job to make the call and the rest of the department has to deal with it. For all the people who are obviously on the fire department, is this really the place to air your dirty laundry? The fire department has had enough bad press lately without this. "

truth wrote on December 12, 2007 8:18 pm:
" This has nothing to do with gender issue. This has to do with promoting the person with the least amount of experience. Her previous work ethic and leadership would go to show that she can not do the job. She sued the city to get her job because she could not physically preform the duties. As a captain she could not pull me out of a burning building. If she were #2 on the list and got promoted, you would not hear a word but she was the last one on the list and still gets promoted. I call this reverse discrimination............So people throw out their dirty laundry on this site, as least the public knows that on her watch nothing will get done. Pass me the koolaide and lets have a BBQ. "

SAD BROTHERHOOD wrote on December 12, 2007 8:34 pm:
" I worked for LFR at one time and was let go, I think unfairly. I have since gained employment with another department, but still keep in contact with my friends at LFR. #1) EVERYBODY at LFR is upset about this promotion. #2)The postings on this site are typical of the false "brotherhood" that LFR maintains. They are not united and a family as one would believe. When Chief Spadt forced me out, the brotherhood did not stand up for me, and let me down, as they have done for others, and as they are not doing for Pashalek. The brotherhood is truely pathetic "

Sad wrote on December 12, 2007 9:57 pm:
" I had always unconditionally respected Lincoln firefighters and have supported your various organizations-but after reading today's comments-I'm not sure if I can respect you or offer anymore support. The bigotry against Pashalek and Ford screams out at you on these pages. "

Congrats Leo Right Man for Job! wrote on December 12, 2007 10:22 pm:
" Leo, Your leadership for LFR speaks loud to the community. Thank you for being a vounteer, the passion you bring to the table on safety and always doing what is best for the patient is admirable. Chief Ford you picked the right man to get a job done! Leo, I knew seeing you work in Wymore, you will go the extra mile to take care of a brother. Thank you for all you did for our community. God Bless you Leo! "

Ford Fouls Up wrote on December 12, 2007 11:54 pm:
" Chief Ford was hired under the premise that he was the single most qualified applicant for the position. It is truly pathetic that he didn't extend that same courtesy to the rest of LFR. Its sad to see that he has already lost every shred of credibility within his ranks. He accomplished this feat by promoting the original #7 on the list of Chief Candidates who by the way has almost no experience. This is not a gender based issue in the least and I am not even remotely sexist. Jeanne has almost no experience as an Incident Commander and no credibility as a Captain. This was a terrible move and should not be tolerated. Had she had as much experience as the other top candidates and proven herself in an Incident Command role this would be a non-issue. I am all for new ideas and viewpoints in life. However, there is a distinct difference between emergency services and the business world. When you intentionally interject diversity in the absence of skill and qualification you endanger the lives of firefighters and ultimately the safety of the general public! "

Dumberg wrote on December 13, 2007 9:48 am:
" There is no such a thing as private dirty laundry on public service. Every public department is kept with tax dollars. It is the right of the taxpayers to know what is going on. We need to bring this issue to the community so that voters can make a CONTENT ANALYSIS of these posts to know how tax dollars are being mishandling on promotions like this one. Promoting the last person on the list is not seeking the city’s best interest. Indeed, Firefighters LEXICON needs to be exposed so that voters can EXERT their right to make informed decisions. I’m in fact in favor of this been discussed publicly on the RADIO. "

BEEN THERE, FOR REAL wrote on December 13, 2007 2:54 pm:
" I came on with Jeanne in 1989, the first time she was hired. Within her first 30 days she was fired do to the fact she was physically unable to perform the required tasks deemed necessary by the training division. Three months later her attorney got her job back. She received special physical training and was given the chance to retest. She was promoted to captain, and of course this was big news, just like a hero, and now this. You have to think the training division had it right all along. WOW so much for leading by example. "

" What a bunch of cry babies. Makes me afraid to have Lincoln Fire and Rescue respond to an emergency where lives are at stake. Makes me question their ability or inability to get along well enough or hire the right people to get the job done. "

Thanks Leo! wrote on December 13, 2007 5:54 pm:
" Leo, Thank you, for your many years of service to Firth as a volunteer. It has been my greatest privilege to work with you. LFR is very lucky to have such a dedicated individual as yourself. You are a great mentor. Thanks "

" sounds like a lot of guys are having trouble with being beat out by a female not surprising LFD is a JOKE well maybe not they do a good job of putting out the ashes i hope Ford is taking lessons from the police dept its sure seems to be run in a way more efficient and responsible manor and way less controversy just think if the roads dept was run like the fire dept just think what the streets would be like they would buy sander trucks but when they showed up they would be minus the sander box and would just go ahead and accept them like nothing was a miss i see the need for mass replacements across the board at LFD "

Amused citizen wrote on December 14, 2007 1:20 am:
" Hmmm....I wonder if she will have as much trouble counting cross-members on a ladder truck as the boys? Seriously folks, time will tell if Chief Ford made a good decision or a mis-informed one. So until that time, quit the 'five year old rant' and move on. "

Disappointed in Bloggers wrote on December 14, 2007 8:32 am:
" I am shocked after reading these comments at what people, specifically those that are working for the department (I assume) are writing. Shame on you for not giving someone the opportunity to prove themself. I hope and am quite sure that Jeanne will prove you doubters wrong from the little I have gotten to know her. "

Puzzled wrote on December 14, 2007 12:48 pm:
" Very odd and bizarre of the Journal Star to publish some of the comments on here but then not others. Odd that they would allow a comment referring to Jeanne as a man, but not one where the truth is stated that LFR has never hired in order off of hiring lists. The guy who was #1 on the hiring list 2 years ago never did get a job offer here, so thats exactly what Ford did with the BC list. It has always been about hiring your friends, buddies, and relatives first. Go figure, this comment probably won't get posted either! "

Lives on the Line wrote on December 14, 2007 4:01 pm:
" The problem is that if she is not competent enough (which the record shows she isn't) we will risk to lose lives. Diversity at what cost? Are you willing to put your child's life on line, just so the Fire Department can promote underachievers? If that is your stand on diversity, next time your house is on fire call 911 and ask for Chief Pashalek. "

Dirty_Laundry wrote on December 14, 2007 6:29 pm:
" To the people that state "dirty laundry" should not be aired in public. To you I say that the LFD is a public entity and all that goes on there is public information. The fact that the new Chief made a descision based soley on gender should be public knowledge. I for one would like to know that the people we pay a great deal of money to make the right decisions are doing so with an unethical agenda. I am not for how the good ole boy network is operated either. I am sure that the 2 positions that were vacant should have been more like 6 or 7. How about we get rid of the Chiefs that only got there because of who they know not what they know. This should open up more chiefs positions at the LFD. Public entities are to be held accountable by the public. The Chiefs decision is wrong and we got rid of the crazy mayor poor decisions. Why not the Chief? "

sara for michael wrote on December 14, 2007 9:08 pm:
" I don't care if it is a man or a woman, but the BEST person should get the job. If there is this so called list, why isn't it put to use. Doesn't it make sense if there are 2 openings, number 1 and 2 get the jobs? As a member of another union in the city, use it to fight for change. If you were on the list and didn't get promoted, file a lawsuit and see how the city reacts to that. It is not about male/female. It is about making the city run to the best of its ability. She may have a tough job trying to "lead" mostly men. I don't get why there is a promotion list if it isn't used. I was for #2 in this promotion. I hope her abilities in running a fire are not put to a test, but if they are, I pray the leaders are ready to deal with it. "

Dean Cole wrote on December 17, 2007 8:08 pm:
" I would like to commend Chief Ford on his two excellent selections for Lincoln Fire and Ambulance Service District Chiefs. It is great to see that Chief Ford has the courage and foresight to take Lincoln Fire and Ambulance Service into the 21 Century with the promotion of Jeanne Pashalek. I have known Deputy Chief Pashalek for a number of years. I have admired her for her courage and tenacity to overcome prejudice. She will prove her critics wrong in the future and will help make Lincoln Fire and Ambulance Service a more diverse department that we all can be proud of. Chief Ford's promotions will be a positive force for Lincoln and will make it a better place to live. "
