Lincoln Police arrested a vigilante Monday whose police officer impersonation may have led to the arrest of others for drug possession.

Lowell E. Hayes, 50, 624 S. 18th St., told police he chased a 1988 Oldsmobile because he believed the people inside were involved in “illegal activity,” said Lincoln Police Officer Katherine Finnell.

Two police officers were alerted to the chase at 11:29 p.m. when they saw the Oldsmobile and Hayes’ van violate a yield sign at 15th and F streets, said Lincoln Police Capt. David Beggs.

The Oldsmobile driver stopped driving and started running before police caught him near 13th and E streets. Officers found what they suspect is methamphetamine in the Oldsmobile. The driver, 21-year-old Julius J. Phillips, and his passenger, 19-year-old Ian D. Sheehan, were arrested and jailed on suspicion of possessing a controlled substance, Beggs said. Phillips was also cited on suspicion of driving under suspension, reckless driving and possession of less than one ounce of marijuana.

Meanwhile, Hayes stopped near G and 12th streets to chase another man who fled the Oldsmobile. Police heard Hayes yelling at the 27-year-old man to get on the ground, and it appeared Hayes was attempting to arrest him.

Hayes was cited on suspicion of driving under the influence, driving under suspension, willful reckless driving, no proof of insurance, leaving the scene of an accident, driving with an open container, assault and impersonating a police officer.

" Impersonating an officer ?...sounds like he was performing a citizen arrest ????? "

" Why did they arrest him? What did he do wrong? It sounds just like a citizen doing a great service....not one I would suggest, but he did accomplish something for the cops. "

" Oh Yeah that is what Lincoln needs a drunk guy driving around arresting people. "the rest of the story" read the last paragraph if you want to know what he did wrong. "

" Hayes was arrested 'cause he was allegedly drunk - what don't you understand about that? "

" Why did they arrest him? Driving under suspension, willful reckless driving, no proof of insureance, leaving the scene of an accident, driving with a open container, assault. He has a right to make a citizen's arrest, but he must do it without endangering anyone else. He cannot and should not jeopardize other citizen's lives or property by being a superhero. He should have called 911, if his life or property were not being threatened and then just be a good witness. "

" To 'the rest of the story please': did you read the last paragraph. He had an open container and was cited on suspicion of driving under the influence. It is probably not a good idea to have a citizen under the influence trying to 'arrest' people. I doubt LPD lets the police drink on duty and then try to arrest people. "

" Don't help the police....you will be ticketed. He should only be in trouble for the suspended license and the alcohol. "

How about this? wrote on October 18, 2006 7:00 pm:
" Did you not read the whole story? Hayes was cited on suspicion of driving under the influence, driving under suspension, willful reckless driving, no proof of insurance, leaving the scene of an accident, driving with an open container, assault and impersonating a police officer. Is this what you call helping police, I'm glad he didn't kill anyone. Neb, citizen arrest, how about a drunk pretending to be a cop. "
