Developments on the 57th day of the first session of the 99th Nebraska Legislature, Wednesday, April 6, 2005.
ON THE FLOOR:
— DISTANCE LEARNING: While a study of the needs for distance learning equipment in Nebraska schools is done, the $8 million needed to help pay for the upgrades would not be set aside under a bill (LB698A) advanced to the second round. Setting the money aside was supported by senators who argued the technology improvements are needed and that it makes sense to budget for it now. But opponents said it didn't make sense to budget any money before the study was done. Other lawmakers wondered whether the cost was necessary. All of the needed upgrades to the distance learning system, which links schools across the state to one another for purposes of offering classes and other educational opportunities, are estimated to cost about $24 million.
— COMMUNITY COLLEGES: For three years, community colleges would be allowed to levy more from local property taxes if the state fails to provide the required amount of aid under a bill (LB38) advanced from the first round. This year and last year they have had that ability and the bill extends it for another three. Additionally, Northeast Community College in Norfolk would be allowed to increase its levy by one-half cent for two years. The college is looking to expand its education center at South Sioux City, which offers limited services, into a full-fledged campus.
