Gov. Dave Heineman proposed closing the state's budget gap Monday in four ways:

Agency savings - $65 million

Agencies saved $244 million last year by doing things like keeping jobs vacant and reducing travel. Agencies were promised they would be allowed to spend the money this fiscal year. The governor suggests cutting $65 million of the total savings.

Transfers - $37 million

Extra money from cash funds would go into the general fund. Cash funds come from fees for specific services or programs.

Larger cash funds include insurance, tobacco products, job training, waste reduction, enhanced wireless emergency 911 and motor vehicles.

Budget adjustments - $154 million

Cut tax dollars going to state aid to schools in fiscal year 2011 back to current level.

No increase in Medicaid rates to providers in fiscal year 2011.

Use $6 million earmarked for Beatrice State Developmental Center. The state did not lose federal funds until Sept. 23, instead of June 30.

About $20 million for state retirement systems not needed.

The State Patrol and the Department of Corrections will have specific budget cuts and no across-the-board cuts.

Across the board - $80 million

Cut 2.5 percent this year and 5 percent in fiscal year 2011 for most state agencies including governor, Legislature and Supreme Court.

Cuts apply to cash-funded agencies, including check-off boards.

No across-the-board cuts for 24-hour facilities such as the Lincoln Regional Center, prisons and Beatrice State Developmental Center.

Cut 1.8 percent and 3.4 percent in each of two years for the University of Nebraska and state colleges.
